1 Project Background
Hainai is a city with rich tropic natural resources. After working on the city’s construction for five decades, the province has achieved an entrenched economic foundation and is growing at an annual rate of 30%, therefore the logistical potential is tremendously great. The agricultural sector is nowadays supported by three main pillars: reverse-seasoned vegetable planting, tropic fruit planting and fishing. Besides, the other sectors like agricultural marine-product processing, automobile production, pharmaceuticals and petrol production play a role in agriculture development too. Hainai the first Logistics Center’s projects stands in line with Hainan’s economic conditions and strategic targets, being one complement part of the projects of Yue-Hai railway Haikou north station and inter-island modern circulation industry. The construction of the investment projects have fulfilled the Central, Hai’nai provincial and Haikou city government’s requirements of giving emphasis on developing logistics and distributive industry, speeding up production industry and formulating of logistics service system. Road, sea and air integrated transporting functions will be completely applied, taking the advantage of being located at the economics center, the project can provide customers with a chain of adjoining supply, management and 3rd party logistics door to door service in order to explore the integrated function to the fullest, so as to cut transportation cost and improve the competitiveness and market share of marine-product, optimize Hai’nan agricultural business structure, up-grade logistic management standard, skills and scales. The project proposal and plausible research report have been approved by Hai’nan Provincial Development Planning Department (2000) no. 378 document and Qiong Buisness department (2003) no. 148 document.
2. Constructive Details and Scale
The constructive area in total is about 159.2 thousands sq. meters, including a. agricultural supplement, marine product storage and distribution, b. integrated logistical service, c. agricultural supplement sales and exhibition area, d. administrative office area. Constructive scale: annual transport absorption capacity of 2 million tons, including precise process of marine production capacity of 50 thousand tons, agricultural capacity 500 thousand tons, annual transportation, storage and trading capacity of 1.5 million tons. The construction will be located in a modern logistic industrial center that gathers multiple transportation, storage, agricultural supplement product processing, distribution, exhibition, e-business and agricultural product wholesale centers.
3. Constructive location and requirements
The project with a land area of 500 mu will be constructed close to north station of Haikou on Yue-hai railway. Located beside Yue-hai railway north station, Xiuying Port, Macun Port, Haikou Airport, the traiffic is convinent. Here, we can’t omit the geographical advantage: the scene is near Chengmai Ancient Town developing zone and and tropical high-tech farming zone, to the east of Haikou non-pollution basket farming project, right across Haikou tax district, high-tech R&B base and marine-product zone, right across Haikou tax district, high-tech R&B base and marine-product zone. The project’s location can’t be any better for mass logistical project, especially for agricultural supplement processing and wholesaling.
